Guidelines for Effort and Cost Allocation in Medium to Large Software Development Projects

The proper allocation of financial and human resources to the various software development activities is a very important and critical task. To provide a realistic allocation, the project manager of a software development project should account for the various activities needed to ensure the completion of the project with the required quality and on-time and within-budget. In this paper, we provide guideline for cost and effort allocation based on typical software development activities and using existing requirements-based estimation techniques.
